buy low, sell high! why isn't everyone buying stock now that stock is tanking?

Yes its buy low, sell high but there is a buyer for every seller. Every single one. This is why it is called a stock market.

These are difficult times for a lot of people. Folks who, under normal conditions, might not need to sell are now being forced out because of current, economic conditions. Think of an airline pilot, or a professional athlete, or a photographer, who has just lost his job, has blown through his cash reserves, and still needs to make his mortgage payment.

Not everyone is in a position to “buy.”

Anyway, to return to the subject, the prices are falling because buyers are not willing to buy at the prices that sellers are willing to sell at. In addition, many sellers are selling at prices below what they had hoped to obtain or at prices where they are believing that there will be no further gain. In short, FOMO—fear of missing out. Combined with FUD—Fear, Uncertainty, Doubt.

So, to be less long-winded, I believe people will be more willing to buy at prices that are closer to the asking prices when other people who are selling are totally convinced there is never going to be a bottom to the market—in other words, capitulation, giving up the Get Rich Quicker idea and even giving up the Get Rich Slowly idea.
